Practice of implementing the RF Government Resolution of 22.12.2020 No. 2216

By Decree of the Government of the Russian Federation of December 22, 2020 No. 2216, the Rules for equipping vehicles of categories M2, M3 and vehicles of category N used for the transportation of dangerous goods with satellite navigation equipment (hereinafter referred to as the Rules) were approved. According to the Rules, vehicles of categories M2, M3 and vehicles of category N used for the transportation of dangerous goods are subject to equipping with satellite navigation equipment (SNE) with installed SIM cards (hereinafter referred to as the SIM card of JSC GLONASS) containing a profile of the mobile radiotelephone communication network that ensures the functioning of the state automated information system ERA-GLONASS (hereinafter referred to as the GAIS ERA-GLONASS). 

Which carriers should install such equipment:

CATEGORY M2

Transportation of passengers with more than eight seats (including the driver’s seat) with a maximum permissible weight of up to five tons.

CATEGORY M3

Transportation of passengers with more than eight seats (including the driver’s seat) with a permissible maximum weight of more than five tons.

CATEGORY N

Transportation of dangerous goods with a permissible maximum weight: for category N1 – up to 3.5 tons, for category N2 – from 3.5 tons to 12 tons, N3 – more than 12 tons.

The regulation applies only to transport of categories M2, M3, N1, N2, N3. Cars of individuals, as well as those belonging to the military and structures of the Ministry of Internal Affairs, do not have to be equipped with this equipment.

For vehicles equipped with ASN before September 1, 2021, the owner (holder) of the vehicle must: 

1. Install the SIM card of JSC GLONASS into the ASN; 

2. Perform the configuration of the ASN and its identification in the ERA-GLONASS State Automated Information System (GAIS) by concluding the relevant agreements with JSC GLONASS to ensure the transfer of information on the coordinate-time parameters of the vehicle to this system. If the identification and configuration of the ASN have already been performed before the approval of the Rules and the information on the coordinate-time parameters of the vehicle is already being transferred to the ERA-GLONASS State Automated Information System (GAIS), these procedures do not need to be repeated. 

An additional rule came into force on September 1, 2021, according to which vehicles must be equipped with an ASN that has a certificate of conformity with the requirements of the technical regulations of the Customs Union “On the safety of wheeled vehicles” (TR CU 018/2011). The ERA-GLONASS State Automated Information System receives data from the ASN using the EGTS protocol described in GOST 33472-2015 “Global Navigation Satellite System. Satellite Navigation Equipment for Equipping Wheeled Vehicles of Category M and N. General Technical Requirements”. Information received from the ASN in the ERA-GLONASS State Automated Information System is transmitted to the information system of Rostransnadzor. Such equipment must be able to determine the signals of at least 2 operating global navigation satellite systems, one of which is GLONASS. Satellite navigation equipment can transmit information not only to Rostransnadzor, but also to regional, municipal and other information systems.

How does this work

In order to prevent violations related to equipping vehicles with satellite navigation equipment, we inform you that Joint-Stock Company GLONASS, in order to implement the requirements of the Decree of the Government of the Russian Federation dated 22.12.2020 No. 2216 “On approval of the Rules for equipping vehicles of categories M2, M3 and vehicles of category N used for the transportation of dangerous goods with satellite navigation equipment”, has created a network of representative offices (agents) in all federal districts that have the right to conclude contracts with vehicle owners on behalf of and at the expense of JSC GLONASS for the provision of services for the identification of satellite navigation equipment in the State Automated Information System ERA-GLONASS (hereinafter referred to as GAIS ERA-GLONASS) and ensuring the determination and transfer of information to Rostransnadzor. The current list of representative offices (agents) is posted on the official website of JSC GLONASS (https://aoglonass.ru/) in the section “RF PP No. 2216”.
